U.S. passport at 16–17: separate your ID from parental awareness
Prepare two distinct questions before a first adult passport visit: what identification will the applicant present, and how will parental awareness be shown? This guide covers an applicant aged 16 or 17, applying in the United States through the ordinary in-person route. It is not a complete packet checklist or a decision about an individual's eligibility, legal authority or permission to travel.
State's age-specific instructions, What to know before you start require DS-11 in person for the first adult passport and awareness by one legal parent or guardian. Leave the form unsigned until the acceptance agent asks. Do not choose mail renewal merely because the applicant previously held a childhood passport.
Resolve the applicant's ID separately
The same page's Provide a photo ID section requires a physical photo ID. Without an acceptable photo ID, a parent or legal guardian with acceptable photo ID must sign the application with the applicant. A parental-awareness note alone does not resolve that separate requirement.
Use State's linked Photo ID Requirements, Bring your ID, Primary ID and Applying out of state, to inspect the proposed document requirements privately. Digital IDs are not accepted. Bring black-and-white front-and-back photocopies on white, single-sided letter paper; do not reduce the image. For this 16–17 applicant, the age-specific page requires a second photo ID if their photo ID is from another state. A fully valid learner's permit may also require a second ID. Having an ID in a folder does not establish its acceptability.
The general ID page's introduction addresses adults and parents, while the age-specific page expressly addresses this applicant. Do not use the general secondary-ID list to silently bypass the age-specific parent-signing requirement when acceptable photo ID is absent. Resolve an uncertain document combination with State or the acceptance facility before relying on it.
Choose evidence of parental awareness
Under Show that 1 parent is aware, the age-specific page gives these options:
- A legal parent or guardian attends, presents acceptable photo ID and signs; bring their ID copy.
- Submit their signed note and ID copy.
- List a parent or guardian as emergency contact.
- Submit a check bearing the legal parent or guardian's name.
These are documented options, not findings about your evidence. If awareness is unclear, State may request a notarized DS-3053 and the parent's or guardian's ID copy. Do not label DS-3053 universally required or never needed. State also says it contacts the enrolling parent or guardian before issuance when the applicant is in the Children's Passport Issuance Alert Program. Age-specific awareness section.
An unrelated emergency contact or payer does not establish the listed parental relationship. Unclear guardianship, disputed authority or case-specific restrictions need issuer guidance; this procedure determines none of them.
Keep the age boundary and remaining packet visible
State's under-16 guide, What to know before you start, has a different parent-appearance and approval process, with additional documents when parents cannot attend. Do not import that entire process into this 16–17 preparation or use this guide for a younger applicant. Equally, an age-18+ checklist does not replace these age-specific questions.

Keep IDs, dates of birth, family records, application contents and payment details private. A useful handoff identifies the unresolved ID or awareness question without publishing those records.
