Amtrak's Checked Baggage page, service and timing paragraphs, requires checking the train and both stations. Not every train or location accepts checked bags.

Check-in must precede scheduled departure; times vary by station. Read its station detail page, rather than assuming 45 minutes or a delay extension.
The same page says another service bound for the same destination may accept bags when your itinerary's train/bus does not. Resolve that arrangement; same-train carriage is unconfirmed.
Keep other baggage routes separate
This guide excludes connections, international journeys, special items and trainside collection. Amtrak's Baggage Information & Services, opening and Auto Train sections, says 7000/8000-series Amtrak Connection services follow their operating carrier's policies, which may differ. Auto Train has no checked-baggage service. Use their specific guidance instead.
Unavailable checking does not make every bag suitable for carry-on.
