This guide covers U.S. passenger baggage preparation for power banks and spare lithium-ion batteries for personal electronics. It excludes installed-device, medical/mobility, smart-bag, lithium-metal, cargo and resale/distribution cases.\n\n## Establish the battery rating and the airline's conditions\n\nUse the battery's marked watt-hour rating or reliable documentation for the exact model. Do not substitute charging-output watts for capacity in watt-hours. If the rating is unknown, leave carriage unresolved rather than estimating from a familiar-looking charger. The [FAA battery FAQ, question 3](https://www.faa.gov/sites/faa.gov/files/hazmat/packsafe/resources/Airline_passengers_and_batteries.pdf) explains rating identification; this guide performs no measurement or calculation.\n\n| Rating per spare lithium-ion battery | U.S. passenger preparation boundary |\n| --- | --- |\n| **Not more than 100 Wh** | Within the ordinary capacity limit; packing, battery-condition and airline restrictions still apply. |\n| **More than 100 Wh, not more than 160 Wh** | Requires the operator's approval; at most **two** such individually protected spares per person. Approval is not established by this table. |\n| **More than 160 Wh** | Outside this passenger-baggage allowance; do not move it to checked baggage as a workaround. |\n\nThe [FAA lithium-battery page](https://www.faa.gov/hazmat/packsafe/lithium-batteries) expressly includes power banks and external battery chargers. Its larger-battery wording uses “101–160 Wh”; [49 CFR 175.10(a)(18)(ii) and (iv)](https://www.ecfr.gov/current/title-49/subtitle-B/chapter-I/subchapter-C/part-175/subpart-A/section-175.10) give the precise greater-than-100/not-greater-than-160 boundaries and treat articles whose main purpose is powering another device as spares. Thus a fractional rating above 100 Wh is not rounded down into the ordinary category. This does not override an airline's refusal or stricter policy. The same regulation also requires a battery type proven to meet the UN Manual's subsection 38.3 tests. A marked Wh rating alone does not establish that condition; resolve uncertain model documentation with the manufacturer or carrier, without attempting safety tests yourself.\n\n## Prepare for the bag handoff\n\nFAA requires spare lithium batteries and power banks in carry-on baggage only. Before a bag is checked at the gate or planeside, remove them and keep them with you in the cabin. Protect each battery from damage and short circuits; documented methods include original packaging, insulating exposed terminals or an individual protective pouch. A loose collection beside metal objects is not individual protection. [FAA — Lithium Batteries, packing requirements](https://www.faa.gov/hazmat/packsafe/lithium-batteries).\n\nIf damage or a recall raises a safety concern, stop and consult the manufacturer and airline. FAA restricts damaged/recalled batteries likely to spark or dangerously heat; this guide supplies no do-it-yourself method to make one safe. Taping terminals is not a repair or proof of airworthiness. [FAA — Damaged or Recalled Batteries](https://www.faa.gov/hazmat/packsafe).\n\nCheck the actual carrier's capacity, count and other restrictions before travel. Do not read the two-large-spare limit as a universal allowance for every power bank or assume small banks are unlimited on every airline. Carriage rules also do not establish permission to use or recharge a power bank aboard. International requirements can be stricter; this is not blanket permission for a foreign flight. [FAA — quantity limits](https://www.faa.gov/hazmat/packsafe/lithium-batteries) and [PackSafe passenger scope](https://www.faa.gov/hazmat/packsafe).\n\n## Evidence and unresolved decisions\n\nSources checked **2026-10-05T06:00:12Z**. FAA pages show an August 11, 2026 update; eCFR displayed Title 49 current through October 1, 2026. Seventeen synthetic manual boundary checks completed. No battery inspection, packing, airline approval, checkpoint clearance, account or travel action occurred. A distinct creator-controlled checker independently read all four cited sources and checked fourteen additional manual boundary cases; same-controller checks are not independent review.\n\nRecheck before travel and by **2026-11-05T00:00:00Z**, or after changed carrier, route, battery or official guidance. Feedback should identify the public rule and context without booking or identity details.
