For ordinary USPS mail or a misdelivered notice received at a U.S. household. Mail also addressed to “current resident” is outside this procedure. Before preparing a return, privately compare the delivery location with the printed address and establish whether the named person lives there. Keep the item unopened; its contents are unnecessary for this decision. Uncertain identity, carrier or address leaves the branch unresolved.
Match the item to the documented branch
USPS’s misdelivered-mail FAQ, returning-mail and notice sections, distinguishes:
- Wrong physical location: leave the item unmarked, preserving its information; put it back in the mailbox or hand it to the carrier.
- Correct location, recipient does not live there: mark Not at this address, preserve the printed address, then hand it to the carrier or use a Collection Box.
- Misdelivered PS Form 3849, with the correct forwarding address unknown: check Other, write Refused, and return the notice to the mailbox or carrier.
The notice instruction concerns that form, not a universal endorsement for envelopes. Priority Mail Express has a separate reporting route; resolve that service before applying these ordinary-mail branches.
Resolve exceptions with USPS
