USPS domestic parcels: a Missing Mail search is not an insurance claim

For an ordinary retail domestic Priority Mail or USPS Ground Advantage parcel with USPS insurance established, prepare two separate decisions: finding missing mail and asking USPS to assess an insured loss. A search is not a claim, and neither establishes entitlement, approval or payment. If insurance, service or mailing date is unknown, resolve that information first.

This guide excludes international and APO/FPO/DPO mail, Priority Mail Express, COD, Registered Mail, USPS Returns, USPS Ship and bulk or negotiated arrangements. Postage-guarantee refunds and claim appeals also need separate guidance.

Choose the event and its clock

The domestic claims page — Step 1 names these services; DMM 609.1.4 states the claim boundaries as no sooner/no later, measured from mailing. Establish that date from mailing evidence, not the order date or a tracking scan. A pending search is not evidence that the separate claim period has been extended. Do not wait for a search outcome on that assumption.

If tracking says Delivered but the recipient cannot find the parcel, use the existing USPS delivered-but-missing guide [cited revision] for the location and service-request branch. The scan alone does not settle this claim decision.

Establish who can file and what evidence exists

For a lost article, DMM 609.1.3 permits the mailer or addressee who holds the original retail mailing receipt or the qualifying online label record/computer printout described by the DMM. For damaged articles or missing contents, it permits either mailer or addressee; that does not remove proof requirements. The consumer claims page's broad original-receipt wording is a summary, not a substitute for those distinctions. DMM 609 — Who May File; Evidence of Insurance and Value.

Prepare evidence of the purchased service/insurance and the item's value when mailed. A tracking number alone does not establish both. For insurance purchased online, DMM 609.3.1 requires additional evidence of mailing alongside the label record, such as the qualifying postmarked mailing record or acceptance/physical-scan evidence it specifies; buying a label alone is insufficient. Where the required receipt or record is unavailable, leave that as a filing-preparation gap rather than promising approval. Do not infer the payable amount from a coverage limit or an asking price.

For damaged or missing contents, retain the mailing container, packaging, received contents and damaged articles. Photographs do not replace keeping them: USPS may request inspection. Hand off the unresolved decision

Record the service, mailing date, event type, insurance evidence and available documents privately. Keep search confirmation, claim submission, decision and payment as separate states. USPS warns that a search may not recover the item; claim preparation makes no stronger promise. Supply addresses, tracking details and receipts only within the authorized official process, not public feedback.
